Chestnuthill Township Proposed 2008 Budget and Fiscal Plan

 November 20, 2007

The proposed 2008 Budget and Fiscal Plan was made available to the public by the Chestnuthill Township Board of Supervisors at the Board’s regular meeting held on November 20, 2007.

The Fiscal Plan reflects expenditures of $7,705,295. No tax increase is proposed. The millage rate will remain at 4 mills. For every $25,000 of assessment (1/4 of the assessed value) $100 will be paid by residents of Chestnuthill Township in real estate taxes.

The General Fund Budget totals $3,876,673, of which $418,122 or 10.8% will be spent for Emergency Services. In 2005 Chestnuthill Township and the Teamsters Local 773 reached a 5 year labor settlement that will provide wage stability through 2010. Health insurance premiums cost the township $189,657 in 2007 and will cost approximately $227,136 in 2008. The Township continues to explore alternatives to its present coverage to reduce costs. Gasoline and diesel fuel costs are expected to exceed $40,000 in 2008 due to continued rising costs. Road Maintenance costs for 2008 are projected to be $784,018.

In 2008 the Township will continue with two major Capital Projects. The first project is the Lake Mineola Road Realignment (with an estimated project cost in excess of $1 million). The Township has $1.059 million in bond funds available to use toward road infrastructure improvements.  The Township will continue to implement the equipment capital improvement plan by purchasing two new trucks to replace two older models that will be sold.

The Township has an additional $2.12 million in bond funds available to use toward the implementation of the Open Space Plan. These funds will maximize the opportunity of leveraging County and State dollars to continue our conservation efforts.

In cooperation with Ross Township and the Pleasant Valley School District, Chestnuthill Township hired a Park and Recreation professional in October of 2007 to provide recreation services for our residents. The region received a Department of Natural Resources grant to cover 90% of the position’s salary for 2008.
